The world is full of ambitious middle managers seeking to brand themselves as “innovative”, or maybe even “visionary”. On a more serious note, some of that resonates with the concept of 4 simularca levels - in particular the higher two levels where it is associating the speaker with the idea and people sharing that idea rather than doing anything about the idea itself
